Human feces contains more harmful bacteria in it than a dead fish and in developed countries sewage water almost always goes through proper treatment before the water is dumped. If sewage is being dumped without going through a treatment facility, a couple dead fish are going to be the least of your concerns.
That said, I couldn’t bring myself to flush any of my fish when they died. I buried the poor things
